If you have a device that runs it the answer is Torque, and/or Torque Pro.

If, like me, you have a WindowsPhone device, then Car Scanner is a decent free option. The paid version isn’t a ripoff, but the free version does 98% of what you’re ever likely to need.

What car are you looking to use it on?

What are you intending to do with the dongle? Just read codes? Log data?

What OBDII dongle are you looking to use? Some dongles connect via Wi-Fi, and some use Bluetooth.

Torque iirc is only available on Android.

Torque and OBDeleven are Android only. DashCommand for iOS is not bad, or Carista if you have one of their supported vehicles.

Additionally, some german makes can make use of Carly (BMW & Mercedes at least) they have apps and dongles for iOS and Android, and they allow you to make code changes, and see more than just OBDII codes. I had Carly for my BMW and it was an awesome app. Allows you to do a ton more to your car very easily.

Carista is fine if you just want to read codes. Gauges or Dynochart if you want to watch squiggly lines while someone else drives. And how could I forget DashCommand ? All good, depending on what you are willing to spend
